I found a great chart explaining the differences between strong #management and bullying made by Tehrani (2013) in the paper by Kirsi Varis (2018) on #Workplace Bullying in Finland: #Prevention Methods and Their Implementation in Finnish Companies-the first column deals with the given fact that low performance teams exist in your department:

For bosses who are strong #leaders we find that when there is a problem, it is identified and supported, by giving help or guidance to those who need it. In the case of bosses who allow bullying to thrive in their departments, poor performance amongst the colleagues is widespread, and there is no support or guidance.
