In the Journal of Academic Freedom, Leah Hollis (2018) wrote the following:
Free speech is the cornerstone of higher education.Professors and staff have the freedom to speak collegially about a wide range of topics, even if their ideas are controversial or unpopular.
However, when workplace bullying, harassment and hostile speech occur..they 'chill the environment and motivate those facing abuse to withhold valuable contributions.'
If one thinks that workplace bullying is an exercise in free speech--think twice about doing this.
What we need to do, is to address the impact of bullying on the educational environment, and work to eradicate bullying. Workplace bullying has the opposite effect and suppresses thought and action.
